David Spence joined Hill & Knowlton International Belgium in August 2000 and leads the Transport team. David has substantial experience in dealing with policy and regulatory issues, particularly in the automobile, aviation and inland navigation sectors.

During his time at H&K, David has coordinated a number of successful lobbying campaigns in Brussels, research projects and crisis responses. These frequently involved actions in the EU Member States in collaboration with colleagues from relevant H&K offices.

David has worked on such clients as Abengoa, the European Committee for Biofuels, the Japanese Automobile Manufacturers Association, ExxonMobil, easyJet, Boeing, the European Express Association, the Japanese Transport Policy Institute, Cathay Pacific and “Voies Navigables de France”.

Prior to joining Hill & Knowlton, David worked for a British Member of the European Parliament. He also completed an internship with the European Commission’s Directorate-General for Justice & Home Affairs.

David was awarded a BA in European Studies from the University of Kent and an MSc in European and International Politics from the University of Edinburgh. He also attended the “Institut d’Etudes Politiques” of Rennes in France. David is a native English speaker and speaks fluent French.
